The Grant Agreement sets out one overall aim: to take the [PoliRural](#c/polirural-plus-project) approach from rural regions to regions that include both urban and rural areas. It then breaks that aim into **seven specific objectives**. Each objective is assigned to work packages, and two of them carry numeric targets.

| | Objective (Grant Agreement, shortened) | Work packages |
|---|---|---|
| **O1** | A **foresight-based framework** for interregional cooperation and coordination that overcomes policy barriers and improves governance for integrated, smart rural-urban strategies | WP1–WP5 |
| **O2** | Integrated strategies and action plans that improve **business and innovation opportunities** in rural areas: a more proximate, circular and green economy, better connectivity, better use of cultural and natural heritage, stronger innovation ecosystems | WP4, WP5 |
| **O3** | **Mutual access to services** and social connectivity between rural and urban areas; resilience and capacity for innovation through regional action plans and pilots | WP2, WP3, WP5, WP6 |
| **O4** | Contribution to the **European Green Deal** (farm-to-fork, biodiversity, organic action plan), the CAP, the long-term vision for rural areas, the "Research and innovation for rural communities" flagship and the Territorial Agenda 2030 | WP3–WP6 |
| **O5** | Cross-disciplinary use of **research infrastructures and data**: EOSC, EU Data Spaces, INSPIRE, Copernicus, DIAS, Eurostat, FAO | WP2, WP4, WP5, WP6 |
| **O6** | **Mission-oriented experimentation**: data-driven decision-making, collaborative analysis, [system dynamics](#c/system-dynamics), for a well-being economy. Target: **more than 100 recognised best practices** | WP3–WP6 |
| **O7** | **Synergies with the New European Bauhaus** and other EU projects, carrying ideas from urban to rural settings and back. Targets: **20 projects identified, 10 cooperations, 3 NEB events, 3 joint workshops** | WP6, WP7 |

## How to read the list

**O1 is the method.** The [foresight framework](#c/foresight-framework) is what every pilot applies, which is why five work packages share it.

**O2 and O3 are the outcomes in the pilot regions.** O2 covers jobs and enterprise, O3 covers services and social ties. Both are delivered through [Regional Action Plans](#c/regional-action-plan).

**O4 and O7 tie the pilots to EU frameworks.** D3.1 turns these two objectives into a rule for every action plan: it must contribute to the long-term vision for rural areas and to the New European Bauhaus (see the [EU policy context](#c/eu-rural-policy-context)).

**O5 and O6 are about evidence.** O5 lists the open data the tools draw on, including [Copernicus](#c/copernicus-data). O6 asks for experiments whose results can be recognised as best practice. The project's practice collection is described in the [Atlas of practices](#c/atlas-of-practices).

The website wording of O6 spells out what "well-being economy" covers: proximity, circularity, green economy and society, services, culture, landscape and heritage, and mobility.
