recallQ: "In the comic, what makes JackDaw's answer usable for the council where the chatbot's is not, and what does the answer still not prove?"
recallA: "It names the layers behind it (LPIS land parcels from eAGRI, the Natura 2000 boundary from AOPK ČR) with their date, coordinate system and method, so the council can check it. It shows a spatial relationship, not harm or a breach of rules; people who know the plot still have to look."
highlights:
  - "A fluent answer without sources cannot go into a Regional Action Plan"
  - "A usable answer names each dataset with its date, coordinate system and method"
  - "An overlay shows where layers meet, not that there is damage"
  - "People who know the place check the answer before it is used"

The scene is invented; the rules it follows are not. A Klatovsko council asks the question used as the worked example in [open geodata for Klatovsko](#c/klatovsko-open-data): how much farmland lies next to a Natura 2000 site?

- **Panel 2** is the failure D4.2 warns about: fluent text with no way to tell whether it rests on official statistics, pilot data, web information or a guess.
- **Panel 3** is what [an answer with provenance](#c/data-to-decisions) looks like: each layer named with its provider (LPIS from the Ministry of Agriculture's eAGRI, the Natura 2000 boundary from AOPK ČR), and the date, coordinate system and overlay method written down.
- **Panel 4** is the limit. An overlay shows a **spatial relationship**. It does not prove harm to nature or a breach of rules. Until provenance is fully exposed in answers, a step D4.2 still lists as next, this book treats a JackDaw answer as screening evidence, to be checked with people who know the plot.

JackDaw is drawn as a jackdaw because the PoliRural+ tools carry corvid names (JackDaw, Raven, Vulture, Magpie). The map in panel 3 is a sketch, not real parcel data.
