The **European Green Deal** aims to make the EU climate neutral by 2050. As D2.2 summarises it, the Green Deal gives rural areas a role in reaching that goal: investment in renewable energy, sustainable agriculture and resource efficiency, with the promise to leave no one behind. Contributing to it, "farm-to-fork, biodiversity, organic action plan", is written into PoliRural+ objective O4.

## From strategy to rural themes

D2.2 does not stop at the headline. It names the themes a pilot's [regional action plan](#c/regional-action-plan) can carry:

| Theme | EU hook named in D2.2 |
|---|---|
| **Local energy systems, rural energy communities** | Renewable energy push and support for energy communities; recommendations on energy poverty |
| **Local food systems, shorter supply chains** | The Farm to Fork strategy and the CAP's emphasis on sustainable food |
| **Waste management, circular bio-economy** | The circular economy package |
| **Sustainable transport and local logistics** | EU sustainable transport policy |
| **Decarbonising agriculture** | The evolving Green Deal |

Two EU initiatives help put these themes on the ground. **Nature-based solutions** are aligned with the Green Deal, the biodiversity strategy and the climate adaptation strategy. The **New European Bauhaus** "seeks to make the goals of the European Green Deal tangible and desirable" through three values: sustainability, aesthetics and inclusion. For rural pilots, D2.2 suggests circular principles, local materials, community participation from the start, and care for cultural heritage, such as revitalising traditional buildings and preserving cultural landscapes.

## What the pilots wrote

The first policy briefs (D7.3, June 2025) show how pilots link their plans to the Green Deal:

- **County Monaghan (Ireland)**: the brief states that RAP findings confirm a policy mix of fiscal incentives, Circular-Economy Innovation Hubs and multi-stakeholder governance "can achieve at least 30 % waste-reduction and generate approximately 250 green jobs". These figures are an expected effect, not a measured result.
- **Slovakia**: the alignment table says the RAP "advances circular economy, renewable energy, and biodiversity objectives".
- **Vidzeme (Latvia)**: the Green Deal is served through climate-smart forestry and renewable energy.

Across the nine pilots, the D7.3 conclusion names **carbon-smart short food supply chains** as one of four common levers. [Short food supply chains](#c/short-food-supply-chains) are the most direct rural-urban link to Farm to Fork, and chapter 6 covers them in detail.
