recallA: "Rural innovation grows from necessity and small firms and depends on absorbing and adapting outside know-how, so hubs must deliver advice, training, demonstration and networking close to farmers and SMEs rather than R&D for start-ups. The pilots' hubs (Apulia SFSC hub, Central Greece knowledge hubs, Klatovy cross-border hub, Monaghan circular-economy hub) are recommendations or RAP actions, not running services."

PoliRural+ starts from the OECD's analysis, summarised in D2.2: **rural innovation is different from urban innovation**. Formal, science-based R&D sits mostly in cities with universities and large firms. In rural regions "most rural innovation emerges through necessity and resourcefulness". It is carried by **SMEs** and depends on the capacity to **absorb and adapt external innovations**. It also covers social innovation, new business models and new ways of governing, not only technology.

That changes what a hub is for. An urban incubator helps start-ups commercialise research. A rural hub has to bring **advice, training, demonstration and networks** close to farmers, foresters and small firms. D2.2 gave the project a concrete task: **"Rural Innovation Hubs: research models (online, physical) that fit sparsely populated areas."**

## What the pilots propose

| Hub | Pilot | Status in the sources |
|---|---|---|
| Apulia SFSC Innovation Hub, a one-stop advisory centre for short food supply chains | Apulia | Policy-brief recommendation (D7.3, Annex 4) |
| Five regional knowledge hubs and an annual Smart-Farming & Agritourism Academy | Central Greece | Policy-brief recommendation (D7.3, Annex 3) |
| Cross-border innovation hub in Klatovy, based on the Bavarian Technology Campus model | Czech-Bavarian border | Proposed; anchored in the RAP (D7.3, Annex 6; pilot website) |
| Regional Circular Economy Hub | County Monaghan | Part of the RAP 2026–2030 (Atlas of best practices, prp-046) |

D7.4 also lists **"Cross-Border Innovation Hubs"** among the pilot-level exploitable results. It sketches them as physical and digital co-working and knowledge-sharing spaces that could become a **franchise model**, with regions running their own hubs on shared technology and networks. That is a business-potential assessment, not a plan that has been adopted ([key exploitable results](#c/key-exploitable-results)).

## Hubs as homes for digital tools

The consortium's brief to the European Commission (D7.3, Annex 10) gives hubs a second job. Across the nine pilots, curating local data for AI tools such as [JackDaw](#c/jackdaw) "required months of manual work", often on top of existing duties in hubs, advisory services and associations. Its Recommendation 8 is to **anchor AI in local innovation infrastructures**: co-locate digital services with living labs, LEADER groups or rural demonstration sites, so that local people own and maintain them.

The most developed hub design is the Czech-Bavarian one. The next block follows it from the Bavarian campuses to Klatovy.
