The PoliRural+ consortium
Nine regional pilot leads, their technical partners, and five partners with no pilot of their own: how the consortium is put together.
How is the PoliRural+ consortium put together, and how does it connect to the nine pilots?
The consortium has 20 beneficiaries in 13 countries, coordinated by CVUT (Czech Technical University in Prague). Each of the nine pilots has a lead partner from its own region, usually paired with a technical or business partner. Five partners (CVUT, CCSS, Asplan Viak, PSNC, CKA) hold no pilot role.
- 20 beneficiaries from 13 countries; no affiliated entities, no associated partners
- Every pilot has a regional lead partner; Plan4All leads the Czech-Bavarian pilot and also supports the Spanish one
- Type mix in the Grant Agreement: 8 BUS, 5 NFP, 4 RIA, 3 PUB
- Five partners each lead one audience group of the communication plan (D7.1)
Twenty beneficiaries, thirteen countries: who delivers PoliRural+

PoliRural+ (Grant Agreement 101136910, a Horizon Europe Innovation Action running from 2024 to 2026) is delivered by 20 beneficiaries from 13 countries. The Grant Agreement lists no affiliated entities and no associated partners, so every organisation in the table is a full beneficiary. The coordinator is CVUT, the Czech Technical University in Prague.
Built around the pilots
The consortium is organised around the nine pilot regions. Each pilot has a lead partner based in the region. Most leads are paired with a partner that adds technical or business capacity: MID with MAC in Monaghan, SUA with the Rural Youth Parliament (SRY) in Slovakia, AUA with GAIA and Neuropublic in Greece, MYA with Smart & Lean Hub in Mallusjoki, and Plan4All with TH Deggendorf on the Czech-Bavarian border. Plan4All also supports the Spanish pilot led by SocialInnoLabs. Apulia, Vidzeme and Malta each have a single partner. Five partners have no pilot role: CVUT, CCSS, Asplan Viak, PSNC and CKA.

Type mix and governance
The Grant Agreement assigns each partner a type code. The consortium counts 8 BUS, 5 NFP, 4 RIA and 3 PUB partners. The public bodies are two agricultural universities (Nitra, Athens) and a regional planning authority (Vidzeme). Funding rates depend on the type: 100 % for non-profit beneficiaries and 70 % for profit-making ones, plus a 25 % flat rate for indirect costs. Three bodies steer the work: a Project Management Office, a Project Executive Board of work-package leaders, and an Advisory Board.
Partners as audience leads
The communication handbook (D7.1) gives five partners responsibility for one audience each: civil society (MID), policymakers (SUA), business (MAC), science (AUA) and the general public (CCSS). It also sets targets, such as 20+ policymakers and 300+ bodies and agents engaged overall. The multi-actor approach describes how the pilots find and rank these audiences.
Eight of the nine pilots carry on from the H2020 predecessor project PoliRural. The consortium itself stays at 20 members; the open calls bring in organisations from outside it.
