Slovakia's national rural vision
A national pilot plans for the whole country: three objectives, seven proposed measures, and an alignment table that ties each one to an EU policy frame.
What does the Slovak pilot set out to do with its national rural vision, and how does its policy brief tie the plan to EU frames?
It aims to turn the Vision for More Attractive Rural Areas 2040 into a cross-sector governance platform that overcomes policy silos. The RAP 3.0 brief proposes a policy mix (a Cross-Sector Rural Development Council, an AKIS platform, Smart Village grants, a tax credit, capacity building) and maps it to the Green Deal, the 2040 rural vision, Cohesion Policy, the CAP, the Digital Decade, Horizon Europe and LIFE, and the Rural Pact.
- National pilot led by the Slovak University of Agriculture in Nitra (SUA) with the Rural Youth Parliament (SRY)
- RAP 3.0 theme: 'From Dialogue to Action' through multi-sector, multi-actor cooperation
- Proposed: Smart Village grants in 75 % of municipalities by 2030; a refundable 25 % tax credit for agri-tech and circular investments
- Each measure is mapped to an EU frame in a strategic alignment table
Slovakia's Vision for More Attractive Rural Areas 2040: from dialogue to action

The Slovak pilot is the only PoliRural+ pilot that works at national scale. It is led by the Slovak University of Agriculture in Nitra (SUA) with the Rural Youth Parliament in Slovakia (SRY). Its stated challenge is to turn the Vision for More Attractive Rural Areas 2040 into a cross-sector governance platform and to overcome policy silos. A linked technical pilot implements the vision’s Action Plan and Road Map as a contribution to the EU Rural Pact.
The plan: RAP 3.0
The Slovak policy brief (D7.3, Annex 2, 11 June 2025) summarises Regional Action Plan 3.0, which covers the whole country. The brief describes Slovakia’s territory as predominantly rural, home to 40 % of the population. The plan came out of multi-actor consultations and foresight analysis, and its theme is “From Dialogue to Action: Strengthening Rural-Urban Linkages through Multi-Sector and Multi Actor Cooperation and Innovation”. It has three objectives:
- Stakeholder engagement and a shared vision: participatory governance and alignment with the EU Rural Pact.
- Digital and smart transformation: a nationwide Smart Villages framework connected to Smart Cities, with a flagship Digital Innovation Hub.
- Cross-sectoral cooperation: a modernised Agricultural Knowledge and Innovation System (AKIS) for green and digital SMEs.
The barriers it names are specific. Broadband coverage is above 98 %, but rural use of IoT-enabled services and reliable public transport remains low. Ministries, funding streams and advisory bodies work in silos. Early-stage rural ventures face high collateral requirements. Floods and droughts threaten food production.
The proposed policy mix
- A Cross-Sector Rural Development Council and a national Digital Innovation Hub to steer the roll-out of Smart Villages
- A formal national AKIS platform linking research institutes, advisory services and farmers
- Smart Village grants in 75 % of municipalities by 2030
- A refundable 25 % tax credit for certified agri-tech, bio-economy and circular-economy investments
- Continuous capacity building for administrations, using participatory foresight toolkits
- Scaling up the stakeholder portal atraktivnyvidiek.sk as an open-data platform for consultation and co-creation
- Climate-adaptation measures (floodplain restoration, drought-resistant crops, nature-based solutions) in every regional strategy
The brief presents these measures as recommendations. It does not report that any of them has been adopted.
The habit worth copying
The brief ends with a strategic alignment table that pairs each EU frame with what the plan does under it. Smart Village investments serve the 2040 rural vision. Eco-schemes, LEADER and AKIS serve the CAP. ERDF, ESF+ and Cohesion Fund resources serve integrated rural-urban projects. The Rural Pact supplies the framework for multi-level cooperation. A table like this shows a funder in one page where the plan fits. The Slovak pilot block in chapter 3 covers the stakeholder network behind it.
